GENERAL INFORMATION
Oregon Parks and Recreation Department’s mission is to provide and protect outstanding natural, scenic, cultural, historic and recreational sites for the enjoyment and education of present and future generations.

- There is one (1) permanent, full-time position with Oregon Parks and Recreation Department, located at the Cove Palisades, in Culver, Oregon.
- This is a Management Service position that exercises supervisory authority over assigned staff.
- This recruitment will be used to establish a list of qualified people to fill the current vacancy.
- This position is currently part of a classification study.

PRIMARY POSITION DUTIES
Staff Supervision
- Work closely with the District Manager to establish priorities for budget allocations with expenditure controls, monitoring systems, and adherence to purchasing and contracting procedures. Exercise secondary signature authority for various fiscal procedures, contracting, purchasing, bank deposits, and access to security systems.
- Participate in internal studies and analysis to improve overall management and operation of parks in management unit. Solicit staff input on new programs, designs and opportunities to reduce costs. Conduct business with perspective of a member of agency's administration by emphasizing teamwork, a "we" attitude, and participative management.
- Independently and/or with others, perform difficult or complex assignments in landscape maintenance, janitorial activities, facility and utility system maintenance, rehabilitation, or park facility construction. Such assignments may require carpentry, plumbing, electrical wiring, masonry, asphalting, painting, knowledge or skills.
- Read, interpret, and operate from construction blueprints, contracts, and other construction documents. Maintain working knowledge for application of: herbicides, pesticides and cleaning chemicals. Maintain licenses and registration: first aid, CPR, citation authority.
- Analyze park program content for overall effectiveness, adjust program operations as needs arise, and maintain program control. Provide necessary data to justify program activities. Supervise subordinates in maintaining park standards.
Project / Program Manager

- Develop and strategize, in coordination with Salem staff, special events in the park to provide interpretation and education of particular interests and history in the area.
- Assist District Manager in developing guidelines for future development of park facilities and resources.
- Patrol park for detection of fires, protection of vegetation and historic facilities. Meet the public, various agencies, and other groups representing OPRD.
- Work with volunteers, Partners in Parks and Friends Groups. Direct special projects and assist campground hosts.
- Provide visitor information/assistance services (i.e. obtain visitor compliance with park area rules and regulations. Issue written warnings and park citations as necessary; provide information about local attractions and OPRD parks to visitors, news media, service clubs, and civic organizations.)
- Direct and inform public of travel routes, points of interest, natural and historic information, park facilities and interpretive projects underway within park.
Office Administration
- Provide management oversight and review of park administrative functions such as Revenue Reports, accountability and compliance with the OPRD Financial Management System database (FMS), online payroll database, SPOTS credit card program, department statistical reports, and various fiscal records keeping as required for audit purposes. Maintain weekly and monthly reports; maintain employee records, equipment reports, etc.
- Interpret laws, rules, policies and procedures, such as OPRD Policy and Procedure manual, OPEU Collective Bargaining Agreement, Park Maintenance Handbook, DLCD land use regulations, pesticide application regulations, department master plans, DEQ regulations, Uniform Building Codes, etc. and apply them in determining an appropriate course of action for the projects that the team/crew is involved in.
- Coordinate maintenance and operations supplies and materials for park and coordinates an inventory of materials on hand. Maintain the inventory for capital equipment. Disposes of surplus property by following approved procedures.
QUALIFICATIONS
- four years of experience maintaining, repairing, and improving parks, waysides, and recreational areas. One year must have included experience equivalent to a Park Manager 2 supervising park labor forces and managing the operations of a park, wayside, or recreational area;
- a Bachelor's degree in Parks Administration or related discipline may substitute for three years of the general park maintenance, repair, and improvement experience. There is no substitute for the supervisory experience.

WORKING CONDITIONS
The following are requirements of the job and must be accomplished with or without reasonable accommodations:
Work is performed in, on and around buildings, facilities and grounds, inside and outside in all weather conditions. Occasionally works in office operating computers and other office equipment. Needs adequate vision and hearing, manual dexterity, communication and motor skills to perform the duties of the position, including emergency response situations. Walks up and down inclines and stairs, over rough, uneven, and slippery terrain or paved surfaces and over distances up to 5 miles. Works in stairwells and on ladders, scaffolds, and rooftops. Reaches above shoulder level and occasionally works on hands and knees. Bends, stoops, crouches, kneels, crawls, climbs, twists, pushes and pulls in regular performance of duties. Drives a variety of motorized vehicles. Maneuvers, manipulates, and operates hand and powered tools and heavy equipment. May sit or stand for long periods of time. May lift and move up to 50 pounds on a regular basis and up to 100 pounds or more with assistance. May work in congested work areas, confined spaces and remote locations. Frequently interacts with the public. Occasionally works alone, within phone or radio communication. May work irregular shifts (split, evenings, weekends, holidays) and overtime. Travels overnight to other parks, headquarters, or other agency facilities for training and meetings. May be exposed to environmental and chemical hazards, allergens, and odors standard to area of assignment, such as high noise, chemicals, and fumes requiring safety controls. Cleans up and disposes of human-generated waste, animal waste and carcasses. May be exposed to hostile and offensive language and actions from the public. Uses appropriate safety and personal protective equipment and follows established safety policies, practices and procedures. Performs duties of position with or without reasonable accommodation.
Ability to handle emergency situations; may include work at any hour during bad weather or other unusual conditions and including public health and safety concerns, and may include work on hazardous terrains. On call 24 hours per day. Position may be physically demanding and interaction with public/media may be emotionally charged.
